Environmental Site Assessments are one of Cambium’s primary areas of expertise. Our team has vast experience conducting Phase I, II and III Environmental Site Assessments (ESA) and Records of Site Condition (RSC) for various clients, including financial institutions, municipalities, property management companies, real estate companies, commercial and industrial clients, and individuals. Our team of certified ‘Qualified Persons’ under Ontario Regulation 153, undertake and manage environmental site assessments as well as review complex hydrogeological formations where encountered. Cambium is also an approved vendor with a number of financial institutions to provide consulting and site assessment as required for real estate transactions. We work with our clients to identify and manage their environmental risk.
Cambium completes Phase I ESAs and their associated reports based on the Canadian Standards Association Standard Z768-01 and Ontario Regulation 153/04. A Phase I ESA is a non-intrusive investigation during which our staff use their knowledge and expertise to identify actual and potential areas of environmental concern based on the information gathered during a site inspection, records review, and interviews with individuals that have specific knowledge of the site in question.

Typically, a Phase I ESA is conducted prior to the close of a real estate transaction, often at the request of the lending institution. As it provides an environmental record of the site, this type of investigation is also beneficial for use prior to major renovations or changes in the type of activity taking place on a property.
A Phase II ESA is an intrusive investigation used to confirm the presence or absence of contamination and/or hazardous materials that may have been identified as a concern during a Phase I ESA. Activities involved in the completion of a Phase II ESA may include:
The results of the Phase II ESA will define the nature and extent of any contamination and/or hazardous material present at the site. In cases where the nature of activities - current or historic - occurring on the subject site or on adjacent properties indicates a probable source of contamination, cost savings can be realized by conducting the Phase I and II investigations in parallel.
The investigation and resultant report completed by Cambium for Phase II ESAs are based on the Canadian Standards Association Standard Z769-00 and Ontario Regulation 153/04.

Cambium can prepare and file a Record of Site Condition utilizing our team of qualified professional engineers, hydrogeologists, geoscientists and GIS experts. The province of Ontario, through the Brownfields Statute Law Amendment Act, 2001, requires mandatory filing of a Record of Site Condition for prescribed changes in property use. Some municipalities may also require a Record of Site Condition for substantial property re-development where a change in property use is not intended.
