In order for a company to provide concrete services to municipal or provincial government projects a concrete facility must be certified. A concrete facility certification process was developed by the Ready Mix Concrete Association of Ontario (RMCAO) Technical Committee, the Ministry of Transportation of Ontario (MTO), and the Ontario Provincial Standards and Specifications (OPSS). To become certified a facility audit must be conducted by a qualified RMCAO approved professional engineer acting as an independent third-part. Concrete facilities need to complete audits every two years and only RMCAO certified facilities can supply concrete for municipal and provincial projects. The goal is to ensure facilities, equipment, materials, material handling, product and delivery/mixer trucks have met the minimum prescribed qualifications, and that the facility is capable of producing quality concrete. Quality concrete is defined as per Canadian Standards Association A23.1-14 – Concrete Materials and Methods of Concrete Construction, and A23.2-14 – Methods of Test and Standard Practices for Concrete.
The second component of certification is the ECO Concrete Facility Audit, which addresses both the Ministry of Environment mandatory environmental requirements that relate to concrete facility operations (ECO), and optional best practice requirements that confirm the concrete producers’ commitment to exceed minimum environmental requirements (ECO Gold).
