Five-Year Strategy for Waste Diversion in Peterborough County

Peterborough County’s updated Waste Management Master Plan (WMMP) sets a five-year strategy to boost waste diversion, streamline services, and advance sustainability across eight Townships. Building on the 2012 plan, this update addresses new regulations, population growth, and community priorities.

What’s Driving the Update?

  • Transition to producer responsibility for Blue Box recycling (O. Reg. 392/21)

  • Greater focus on food and organic waste

  • Growing interest in reuse, textile diversion, and circular economy

  • Need for consistent, equitable services across Townships

The updated WMMP prioritizes food and organic waste management through expanded diversion programs and consistent services across all Townships to reduce landfill use and support sustainability

Our Approach

Cambium conducted waste audits in all Townships, analyzed current practices, and engaged stakeholders—including Townships, Curve Lake First Nation, the Waste Management Committee, and the public—to shape a plan that reflects community needs.

Key Features of the Plan

  • 11 prioritized implementation options to improve diversion and optimize service delivery

  • Programs include organics management, textile diversion, mattress recycling, reuse initiatives, and more

  • Clear KPIs and evaluation tools for tracking progress

  • Communication and engagement strategies for successful rollout

The Goal
Standardize services, expand education, preserve landfill capacity, and foster a culture of sustainability. This living document will ensure flexibility to adapt to future needs while reflecting community values.
